This is probably going to sound mean, and I honestly don't mean it that way, but... have you tried telling her that specifically? Like, "I'm sorry, I really don't know how I want you to react when I cry, and I'm sure you mean well, but I don't think [this type of response] is working for me. What can I do to help you help me?" sort of thing?

I know it's hard to think coherently like that when you're already upset, so maybe sit her down when you're not upset and have a conversation? Be honest that you're confused yourself and this isn't a reflection of whether you think she cares or not (some people just get really awkward around cryers, I know I'm one of them).
