They are doing it gradually, Marvel especially, but it desn't sell well when they do it all at once because it pisses off long term buyers faster than it draws in new readers. Of course the current comic book shop sales model doesn't help. They need to be back on the newstand and at other places people can casually pick them up instead of just dedicated comic stores. The rise of the trade paperback helps a bit, of course, but there are still less and less physical bookstores to pick those up in. The way individual comic issues and TPB issues are numbered does not lend itself to online purchases due to issue number confusion.

One of the main reasons I stopped buying comic books was it was a pain in the ass to get them from a comic book store. The location and hours did not work well for me. (The other main reason was they fuck ed up the Maximoff family and it pissed me off, making the effort to buy them not worth it anymore.)

Seriously though, they made it intentionally difficult to get into, and the timelines and universes are so convoluted now that it's no fun.

it's like reading War and Peace where you have to keep a notebook so you can list who's who because Mr. "I can't use the same name every time. I have to use the name, the pet name, the so on and so forth because I want to confuse the fuck out of people" did so
