Nanami from Suikoden II.

Also in general for that series (and some others) characters who make you do really hard and tedious missions to recruit them. The guy who wants you to trade stuff until salt gets popular probably wins in that category. But for most annoying characterization and plot treatment, Nanami all the way.

The worst "mission" recruit for me was Travis from Suikoden IV. You have to go through an annoying maze of a dungeon where the enemies aren't the easiest, then the little prick forces you to use an Escape Talisman/Return Scroll so that you have the wonderful added bonus of going through the dungeon a second time!

The salt guy (Sairoh) isn't too bad if you can hoard six salts early in the game when the price is low, and then wait until the price is high. Unfortunately, it ends up being a matter of chance when the price rises.
