I can where they were both coming from, tbh. Tony had up until this point mostly operated according to his whims. Seeing the damages this total lack of accountability has wracked up has shaken him, and is of course going to lead to him wanting a system of checks and balances to be put in place. His failures have worn down his swagger and bravado and he doesn't trust himself; it's refreshing to see.

Steve on the other hand was always working under a higher authority that he trusted up until the events of WS, when he learned the horrible extent to which such powers can be compromised (this kinda happened in Avengers 1 too). So it makes sense he'd be leery of trusting the government at this point. What if it's HYDRA all over again?

I can see where they're both coming from emotionally too. It's a good movie.
