Actually, I think one of the most unsympathetic and hypocritical things Tony did in CA:CW was to throw his weight behind the Accords--to the point of putting Wanda under house arrest--only to turn around and ignore them so that he could join Steve and Bucky in Siberia.

The idea of oversight for the Avengers is a good one, though the way it's put into practice in CA:CW is frankly terrible. (A complete lack of due process?! A secret prison?! How can anyone seriously say Cap is wrong to reject the Accords as written?)

But Tony's position is shown to be nothing more than a temporary sop to his conscience, given how quickly he breaks the Accords when they prevent him from doing what he wants.

Yeah, all of this. He was the biggest propenent of the Accords, and yet he didn't even hesitate to break them himself when they applied to him. Not to mention lots of other laws.
