No one said it's always the best option. What they're saying is that sometimes it is, because some behavior is so shameful that it deserves to be called shameful. And not necessarily because they imagine that shaming will correct the person who's behaving badly. Sometimes it's important to show other people who might be thinking of behaving the same way that what they're contemplating is contemptible.
