I don't know, I find it super-annoying that no one remembered that they were flirting as far back as Winter Soldier, long before he knew she was Peggy's niece. I also think it speaks well of his character that he continued the flirtation after she said she wanted to be known on her own merits and not her aunt's, seems like he's taking her at her word for that even if it may or may not cause issues for him.

Do you mean the conversation in their hallway while she was holding her fake laundry? Natasha didn't tell him to do that; the first time she nudged Steve towards Sharon was during their conversation in the graveyard at the very end of the film.
