Depends on what kind of impact. You can still realize what it is supposed to mean, if the person saying it believes it is true.

Eh, as someone that's been on the receiving end of it... like, it kind of hurts, because yeah, that's the worst thing in their arsenal, but I really can't help but feel kind of bad for them at the same time. Imagine being so sure that there's a potential fiery aftermath for your eternal soul, being so afraid of that, that it is the worst thing you can say about someone. It's got to be terrifying.

I mean, I don't personally believe in hell, so on one level it's totally meaningless.

On the other hand, realizing that someone means "I think you deserve to be tortured for eternity" is kinda ... yikes.
