Not everyone operates with the same creative process. For instance, I like to create a character first (often based on bits and pieces of other characters I like that are already established in a canon), then I build the world and story around it.

But not everyone works that way. Some people build the story first and add in the types of characters as needed. Other people build the world first and think about what kinds of characters might exist in it and what stories might arise in that setting.
