Imagine if you and your mother have a falling out one of these days and you have to cut her off -- would it be clean and easy? You say you've cut people off in the past but I'm thinking they couldn't have been someone you truly loved, the way your mother probably loved your brother. And you have to make peace with the idea that, in all likelihood, some part of her still loves him. It has no bearings on how much she loves you, people can just be really good at compartmentalizing that way.
