Sounds like your friend kind of wants it both ways... a relationship with sex in private, but no commitment in public. That doesn't really speak well of your friend, tbh. I think taking this up with him is a good idea, because it's a conversation that needs to happen regardless of whether or not it makes him feel "bad". Because by "bad", what you're referring to is the fact that your friend will have to be honest about the discrepancies in his own behavior. That's not something he should be protected from, by you.

Frame it as a "Hey, I noticed that when we're along you act like we're in a relationship but in public you behave differently. What's up with that?" But before you do that, decide what YOU want. Do you want to remain friends with benefits? Do you want a romantic relationship? Be honest about what you want out of this, and make sure he's honest about what he wants, too.
