I think you really misinterpreted his refusal to sign after Tony offered to get Bucky transferred to a psych facility. That one almost did it for him but then he found out about Wanda's interment, which reaffirmed his doubts about the accords, and then he couldn't bring himself to sign even if it meant an easier time getting Bucky out.

I guess you could call someone standing by his principles arrogant if you want to. Steve's principles are certainly pretty lofty, but I've never thought it was about being better than other people for him. That's just not the place it's coming from.
