Is there some reason he couldn't be both his brother and his training officer? (I'm not in this fandom, so am genuinely curious).

I think this is the case, but admittedly I haven't kept up with the comics much (only through the Transformers wiki). There are way too many continuities to keep track of though so I could be way off-base.
