A tough question for this new digital age of ours. While it's certainly a creepy thought, to think of a bunch of strangers rubbing one out to images of yourself you never thought would be out there, there's no way for the leaked person to find out about X individual fapping to the pic, so does it cause any harm?

But I'm inclined to say they're probably bad people. The truly virtuous fap only to beautiful 2D waifus, who can never be harmed by a little Onanism.
