Let's put it this way: we have a serial killer that is released out of the prison every few years so that he can try again. So far he has killed three people, one of them a little girl, and tried to kill others.

It's really rare that anyone spends more than 10 years in prison, no matter what the crime, and some people should be locked away for life.
