There was something in the WAY he was a dick, though, that imo made him more fun that usual. There still are cackling evil bad guys who are evil for no reason, but the cool thing about Bill Cipher is that he was having a blast the entire time. Maybe that's part of what makes him appealing, that he's chaotic-evil who's really having a great time.
