I wouldn't assume that at all. A lot of fans seem to have really out of touch expectations with regards to an author's ability to influence casting, so the author will get blamed if someone is cast "wrong".

An author speaking up in a discussion on her own website in response to what looks like more of the same isn't unreasonable, particularly since this excerpt's been carefully trimmed such that we don't know whether it was a one-off comment, or an ongoing discussion with the author herself. Either way, at worst she's trying to cut the inevitable complaints that she "let" the wrong actress be cast off at the pass.

Exactly. I see people tweeting Cassandra Clare about casting for Shadowhunters and who they want to see cast as ______. It's based on the misunderstand that well, it's your book so of COURSE you're involved in the TV show and the casting as well! A lot of people don't realize that the author of the book(s) that a show/movie was based upon might not even set foot on the set and that their involvement ended after cashing the check they got for the rights to the book.

Yep. And even if their involvement doesn't end there, it's likely to be limited to advising on the scriptwriting, which is pretty uncommon unless it's an ongoing work or part of an extended universe.

A very, very few authors who are very, very famous might get a little more influence, but even then, they're not going to be able to override the casting director's decision. It just doesn't work that way.

Anne Rice didn't have a say when they cast Tom Cruise as Lestat. She threw a right royal fit about it, as I recall, because she didn't think he was right for the part at all. I believe she later changed her mind, but at the time she was quite upset and obviously couldn't do a thing about it.
