I looked. There is only a rule about having adequate shelter and shade. I've called AC and so has the other neighbor.

The neighbor who is feeding/watering the dog now doesn't even live there afaik. I think someone just comes by to feed and water the dog once a day.

That really sucks. I dunno how much trouble you could get in. I guess you could get some trespassing charge. I'd feel really sorry for the dog though and hopefully your neighbor won't be an ass if you do decide to get the dog some exercise.
