Re: How much trouble do you think I'd get into for "borrowing" my neighbors dog?

If you can, talk to the neighbor in particular and tell them that you live two houses down and you're interested in taking care of the dog, and explain that you have a big yard and he can run free, you'd be feeding him/taking him for walk/bathing him/picking up his feces/etc. And see if your other neighbor can keep it in their house? I don't know if they also have cats.

Also if you can't touch their hearts, touch their wallets. Say you'd be doing this for free.

From what you're saying it seems they are neglecting the dog/have it around because of responsibility.
