I find that comedy panel shows (QI, Would I Lie to You, etc.) and cooking shows fill this for me: none of it has any consequence, it's just a bunch of clever people making jokes together or people cooking delicious things in various circumstances. Very fluffy and often quite pleasant.

If you're looking more for Fiction, I recommend Parks and Rec (but you can skip the first couple seasons--they're great for rewatching if you like the show, but a bad way to get into it imo), and Black Books, both on Netflix.
