Interesting. My version of Ho-oh in my headcanons is this way (well, not villainous, just biased against humans) but it's not something I've ever written into a fic, and I can't remember ever reading it in a fic either (not that I've read many). So it's kind of funny to hear that this is a common thing in fandom.

My Pokemon headcanon (really a personal AU at this point, but who's counting) is something I've built up over the years since Gen II, just for fun. So I don't remember exactly when I came up with this idea of Ho-oh, but I seem to remember the Burned Tower and the deaths of the original Raikou, Entei, and Suicune being a factor. Ho-oh was bitter and never quite forgave humanity. Since the Burned Tower events are a canon bit of lore, it wouldn't surprise me if others used it the same way to develop a personality for Ho-oh.
