no, they are regular people with several different disabilities (downs, austism, retarded cognitive development) who are also adults with a sex drive. they are provided with birth control which requires consulting their legal guardians or their expressed consent if they have autonomy. Otherwise they have sexual freedom just like they have freedom of movement. This is common practice where I live. There might have been a few legal issues but none that I know of (in the whole country) and certainly none at that facility. my friend regularly brings her friends (and boyfriend) home and they all seem very happy there.

really, people don't sue over things that have nobody obviously being victimized. they rarely sue over principles alone. one factor may be that there is no money to be had that way, or at least not much.
