They're probably talking about how women put their bags on the seats next to them on the train/bus so people can't sit there. (Men do this too sometimes, but I guess lots of people complain about women doing it?) It's sort of like manspreading, but a little less obnoxious, especially because it's easier to ask someone to move their bag imo.
