I definitely wouldn't call him incorruptible, either. A person's who's willing to imprison people in filthy, dark dungeons before they've even had a trial is not a great person. This behavior is in direct contrast with the face he presents to the world, i.e. a devout, kindly old man. In my book, that's corrupt.

I'm not super familiar with this character but I think it's possible for someone to be bad without really being corrupted. If he genuinely thinks the things he did are good and right and won't sway from them even if offered an opportunity for power or material gain if he did so, that's pretty much the opposite of corruption.

Some people aren't corrupted; they're just bad to begin with. He could easily just be a dick, or a lunatic, or both, and have always been that way, and gained power because he thought he was doing the right think, not because he actively sought it out.

You and I have different definitions for "corruption", then. I think once you have your own personal army of thugs who violently beat people who disobey you or don't conform to your idea of what is moral, the label of "incorruptible" simply does not apply to you. It doesn't matter if you think that you're good because well, most villains do. The Lannisters don't think they're evil shits, either. Circe always believes the things she does are "good and right".

I guess we do. I think of corruption as being pulled away from one's values, regardless of what those values are.

Out of curiosity I looked up the official definition and it seems to be a little bit different from either of ours: "having or showing a willingness to act dishonestly in return for money or personal gain". (At least that's what Google gave me.) Of course, you can be a terrible person while always being honest. And I think part of that may include being honest to yourself.

Yes this is a definition I'm using. He's certainly a fanatic, but he seems genuine in his beliefs and morals.

Yes, this. There is NOT a difference between the face he presents and the actions he takes. What makes him so confusing to the other characters is that he means exactly what he says and he doesn't have a hidden agenda. He's a true believer in the church and thinks the church should have more power to do the will of the Seven, which includes helping the needy and punishing sinners.

Some people in this thread clearly think he's two-faced because they go "Helping needy=good, but punishing sinners=bad, so if he does BOTH good and bad things, he's duplicitous!" He's no such thing, he's very plainly and sincerely devoted to a worldview that is not yours, if you can imagine such a thing.
