He teaches Noldor craftsmen in Valinor tricks in arcane smithing they had not yet reached when the Valar only gave them the very start and left them to develop more or less on their own from there. Melkor's tricks are effective, but dangerous.
And as she once told me, Evil often tells mostly the truth, but twists it to make people see it from a totally different perspective, thus manipulating them.
He doesn't have to be obviously cruel all the time, that only comes out when faced with someone who is not seduced or tricked by his manipulations.
