She didn't contribute to the plot, but I felt that she had a purpose. The song at the beginning and the billboards serve to introduce the idea that Zootopia is a utopia, an illusion which immediately crashes down on Judy's head. Her scene at the protest contrasts the dream of the united city with the fractured reality, and the dance party ending shows that they're moving closer to that ideal. Gazelle is more of a symbol than a character.

If you squint, the app shows that despite their outer differences, all the animals have a lot in common. Predator or prey, they all want the same thing- to dance with Gazelle.

I feel there's another thing with that, not that I know exactly what it is. Even though she's the one who makes the impassioned plea for tolerance, she's still trading on the image of an innocent prey animal surrounded by dangerous predators. She's able to use the same prejudice she's pleading against to further her career.

She didn't contribute to the plot, but I felt that she had a purpose.

Plus, while it wasn't directly important to the plot, she made the city feel more real. Cities have concerts, populations have stars. It just made the whole world seem more real to me. Whole.
