Spın̈al Tap is the name of a 1970's heavy metal band. The movie is a sort of documentary about them.

I'd recommend this film. It is pretty damned funny. I don't remember the scene OP is referring to, though.

It's a mockumentary, in fact, it's the first, and one of the best Christopher Guest mockumentaries. The band may or may not be real, depending on your perspective.
