tbh I was going to pick a totally different character from a different fandom, but then I thought about immortal characters, and characters with perfect memories, and then about elves, and picked Elrond by dint of how LONG he lived and how evenly-spaced-out all the shit that happened to him was, meaning that even if he didn't suffer as intensely or absolutely as a number of other characters I could name, he did so for millennia on end ever since he was a little kid so his whole life was marred by it.

I guess it depends on a lot of very subjective criteria about what qualifies as worse - the actual awful things that happened, or having to live with the memory of the awful things that happened and of the good things that were lost.
