Villain Plan

I need help figuring out what my villain should be doing. It can be as cliche or tropey as you like. It just has to be something that threatens a lot of people (maybe the world) and keeps a lot of heroes busy. What are your favorite villainous plans? Or the worst ones? I just need some ideas.

I always like the "politicians are idiots and are doing it wrong, I will do it right and kill anyone who stops me." It's one of those things for which a bad guy can easily raise a similar-minded army to keep the heroes busy and active.

And for threatening to kill a lot of people, "overpopulation control" is always a nicely logical and horrifying motive.

Is your work sort of James Bond-y, or like a superheroes thing, or space opera, or like grim Len Deighton-esque espionage

what tone and genre are we dealing with here

It's set in Europe in late 1800s/early 1900s in a steampunk type AU of the real world, and it should be something over-the-top probably. The villain has a persecution complex but that doesn't need to be part of his villainous plan.

Hmmm. I've always been a fan of Summoning Up Monstrosities From The Briney Deep, that's a really classic way to go. Oooh, or something that would hollow out the center of the earth and turn the planet itself into a giant steampunk machine

If it's set late victorian period, there's always the classics: starting WWI early to profit from the bloodshed and despair (a-la LXG and Sherlock Holmes), replace key political figures with clockwork replicas to take over the world (Great Mouse Detective), breed supervampiric agents for use in the Great Game (James Asher series), summon Lovecraftian beasties as anon above suggested, use some variety of Nostradamus machine to predict/change the future to one of the villain's liking, etc.

If you want to throw in/slightly backdate some real world things from the period, the Tunguska Event in 1908 is an ever-popular source of alien tech and/or the result of an earthly superweapon, and Nikola Tesla was experimenting with the wireless transmission of energy at Wardenclyffe and making noises about death rays around this time as well.

Ah, provoking Russia to invade India is another stand by from that era. Or Chinese white slavers abducting wholesome aristocratic girls to sell to slavery to vile Fu Manchu Chinese lords in the despicable and exotic orient.

Gotta love the Great Game. The reason John Watson served in Afghanistan, among other things. There was also a lot of literature at the time about various powers invading Britain, culminating in aliens doing so in War of the Worlds. So if anyone wanted villains working for/with aliens plotting to control the Europe powers and/or conquer them, also totally doable. Subterranean races, lost worlds, and villains using mystic powers bestowed in Shangri La are also on the table.

You can never accuse the UK of never having some sort of pointless war to send people to die in. "Where shall we send our young to die now?" has always been the favourite game of those in high office.

Was there not a novel written in the late Victorian era about the French digging a channel tunnel invade Kent or something like that?

They are using a weather machine to force people off their land due to persistent bad weather, which will then end up draining their expenses an insurers calling it all force majeure. Then they'll buy up the land at cheap auction values and use it for... Profit?

Heroes kept busy firefighting minor pieces of weather related damage to realize that they are being financially manipulated in epic white collar super-villain crime.
