You mean like all the men in the show and in fact like every male protagonist of every comedy ever?

MTE. I have seen plenty of male characters get away with much worse. I think she's hilarious. Especially because normally people abuse her position and dump shit on admins that shouldn't be dumped. Her attitude is self-defense.

I will agree that Jake Peralta gets away with dumping a lot of crap on Boyle (and winding up Amy sometimes in S1) that he shouldn't, but he does evolve and become somewhat less abrasive by the time S3 comes.

By contrast I haven't seen Gina really move as much.
