The advantage comes from the fact that the neck is not a strong part of the body, and your eyes are absolutely critical, meaning that grabbing the hair and pulling will certainly incapacitate the opponent.

You don't just hold someone by the hair. You grab and pull.

In fairness, this is in the context of a fist-fight. If someone's got a knife, gun or bow, the equation changes. But that's more to do with the difficulty of getting to the hair, rather than what you do with it once you've got it.

The neck isn't a strong part of the body, but it won't hurt from having your hair pulled until after the fight. At least that's been my experience.

And you don't need sight to punch someone in the face when they've literally locked themselves to within hair length of you. (A hair-grab from the back doesn't typically incapacitate sight).
