If someone has your hair they have the leverage on your body - where the head goes the body follows, plus it hurts your scalp.
It is absolutely not a stupid move, it is a very legitimate tactic in fights.

It's not like you're laying docile while they pull on you. They can't lead your head/body anywhere they want, especially since a lot of people's instinct is to grab onto the attacker.

It is absolutely not a stupid move, it is a very legitimate tactic in fights.

In my experience, it's a stupid move, since it's gotten the ass whupped off of everyone that's tried it on me.
