Exactly. If a little kid sees something that interests them, they're going to run after it. Combine that with the fact that they have no concept of things like distance or speed (or even the fact that things like edges exist - when my little sister was two she ran right off the top of our porch steps and fell flat on her face because she didn't understand the idea of stairs just yet) and you have a disaster in the making.

I babysat my neighbor's twin boys from ages 2-9 and I could not take my eyes off them for even a moment when they were little. If we went to the park, I held their hands the entire way there, and I watched them every minute. If I had to go to the bathroom, I took them in with me and kept an eye on them underneath the stall door. These are things you HAVE to do with little kids.
