I personally think that writing an Outsider POV fic with an OFC is a different thing than writing an OFC into an existing canon as a main character (who coincidentally is a love interest for one of the main characters etc.).

I think if you stay in the realm of what's feasible for a person in the position/role you want that POV characters to take, you won't get a lot of problems as outsider POV characters done right tend to be much more neutral than any other type, in my experience.

It also depends a lot on the way yoh tell the story itself: If you just use the characters as a means of a neutral POV, that will be no trouble at all. If you create an elaborate, OTT backstory for the character,if you embellish it to hell and back and only write about that for the most time and only bring in the outsider POV as a side note, that will possibly ring the Sue warning bell for some people.

So in general, I think for an outsider POV, a bit less character details and elaborate background is probably helpful.
