Well, if you want to READ an already-written fic about the first one to get some ideas, "The Valley Is Jolly" by Canafinwe is one of the best White Council/Dol Guldur fics (and one of the best Elrond characterizations, and one of the best Elrond/little-Aragorn relationship stories) I have ever read:
