First, Did I specifically say a stranger? Being raped by my neighbour is no less horrific. Secondly even if it is rare (which I doubt because those stats include loose acquaintances which while not technically strangers is a bullshit excuse) even if it is rare I do not want any woman to experience it. If it happens to one woman in a million it is still too common.

What men can do is understand the every woman he meets has the right to be afraid of him, has the right to not want him near her and that he has no right what so ever to impose his presence on another human being especially one who has every reason to want nothing to do with him. If he chooses to go ahead and invade her space, then he has to understand that he is choosing the interaction and that the woman's reaction, which he may consider irrational, is her absolute right and that he, having chosen to disregard her feelings to initiate an encounter is responsible for whatever response she has to him.

What men should do is not get butthurt when a woman calls him a creep and tells her to get away from him.

Hang on, there's an easy way to resolve this.

A man around a woman he doesn't know should just reassure her "Don't worry, I consider you completely unfuckable. I can honestly assure you I've never in my life been desperate enough that I'd even contemplate any form of sexual contact with you."

Or would that also cause butthurt?
