I think what OP meant was more that in the early days of fantasy especially, there was so much garbage getting published, but people ate it up (because I guess there wasn't much else, and it was new and shiny and exciting). But all those people buying things helped create a market.
Like you say though, now we're in a situation where we're past that stage, so it's kind of stuck. Because like you say, there's no reason people "should" buy mediocre stuff if they're not going to enjoy it, unless they can afford to basically think of the money as a donation.
