Steve Rogers was the archetype of the kind of person the Nazis would have killed off without a second thought, plus he hated bullies in any shape or form. The Nazis + Red Skull and HYDRA were the biggest bullies on the block in the 1940s and for him to have ever *been* a HYDRA agent is deeply, fundamentally repulsive and utterly at odds with his basic nature.
