It doesn't even really make sense to call it a disorder, there's actually languages where presence or absence of glottal fry (linguistics calls it "creaky voice") can change the meaning of a word. So it's definitely controllable, and not anatomically abnormal or anything, it just sounds weird to us because English is one of the many languages where it doesn't fulfill any function...

I dunno. The vid said linguists call it a disorder, but who knows? Maybe only some do, maybe it's controversial. It also said people think that women talking like that are 'smart' 'urban' and 'upwardly mobile'? Just so very weird.
