This one's called Mimikyuu. It's a ghost/fairy-type that dresses up as Pikachu because it wants to be loved like Pikachu.

what argh that is the freaking cutest thing ever (even though I'm betting its backstory/actual appearance is incredibly disturbing... but even so, it's dealing with those things in the most adorable way)

It's actually not! Mimikyuu wears the old Pikachu toy as a costume so it will get more attention from people, since it knows how popular Pikachu is. All it wants is to be loved by people.

If you try to take the "costume" off of it, you'll be stricken with an illness, but since that's kind of a mean thing to do and it's kind of your own fault if you do it, it's not really a malevolent Pokemon.

cute art is cute, though I am also sick of the Pikachu ripoffs. Not for the same reasons as you, though:

1. I think Pikachu is a bit overrated. Don't get me wrong, it's cool that it's an icon; I don't mind that part. The idea that it's the absolute pinnacle of Pokemon cuteness is a bit irritating, and the fact that Raichu is solidly overlooked all the time really gets my goat becaue Raichu is my fav. I feel like they are often depicted as antagonists, and its chance of getting a mega evolution seem really low while Pikachu constantly gets new toys/forms/looks in the various games. Some people even suggested Mega Pikachu. NO.

2. I think most of the ripoffs are actually awful. I don't like any of the ones in the picture except the hedgehog thing from Gen VII (still don't have most of the names down), which I think is really cute but also doens't really resembe Pikachu to me as much as the others. If not for the cheeks I wouldn't even make the connection, even with it being Electric-type. (btw I'm hyped this gen already has not one but three awesome Electric lines! wooo) Dedenne perhaps annoys me the most and that's because it seems to resemble Raichu more than Pikachu so more salt in the wound lol. (I want either an Electric/Fairy or Electric/Dark mega evo for Raichu so. bad. and Dedenne being Electric/Fairy sort of makes that a bit less likely, to me...)

tl;dr Pikachu is cute and cool, but overrated, and should stand on its own two legs rather than being constantly ripped off because the ripoffs don't actually have any value to me beyond being ripoffs because I think they are all lesser versions.

I actually agree with all of this. (Except the "Raichu is my favourite" part. I don't even use Raichu any more because I'm basically forced to go through Pikachu to get there :/)

All current megas have been final forms (in one way or another) though, so it'd be breaking an established pattern for Pikachu to get one.
But yeah, Mega Raichu would be awesome ^_^

They've already broken lots of other patterns for Pikachu so I'm not sure I would put it past them :|

I've nothing against Pikachu really as a Pokémon itself. In fact I like it. Just...easy overrated.

But Dedenne is a Raichu clone, so that only half counts. It's also my favourite of the lot, cus it's super cute and not a bad fighter.
