Marvel did it so they wouldn't piss off China, which is a major market for movies and where Tibet is a very sore issue.

The thing is, they've moved the main action out of Tibet anyway. It's in Nepal now so that excuse is bullshit. They could have cast a Nepalese actress and saved all this trouble.
