I don't think it's Asia specifically - Japan is ridiculously strict on time. And places like Latin America generally are more lax. I think it just depends on the country and the expectation of what "on time" means.

No, japan appears to be strict on time and as an employee you are expected to arrive on time or early, but otherwise they tend to make elaborate timetables only to then use them as a rough frame and everything takes until forever. I've found it very similar to Italy in this wax.
