I'd likely get motels because if I go to Europe I know my mom would want to go.

Honestly you could just do Italy, which is a shitton of history. Both Rome and Venice I can recommend personally, but you're probably close enough for Milan, Florence and Naples (which has Pompei, basically) then. Just those cities could probably be a 12-day tour.
If you go more East, you could do a tour of Vienna, Prague, and Budapest which are truly some of the most beautiful cities in the world (and great for cheap and tasty food). Maybe add Berlin to it.
If you go more classic, you could do Paris and London (though getting over the channel will cost you extra either way,, but frankly just the musea are worth it) and if you do, see a show on West End. You might have time left if you have 12 days, so you could stroll by one of our cities (Bruges is most popular with tourists, as it is most a medieval city.) I don't find Amsterdam that beautiful personally, but it has other perks, and nice musea.
And then there's Greece. Which is ruins and musea everywhere, and you could spend a week on each single isle and not be bored.
