ugh, I hated that one. isn't he described as being rat faced or something like that in the books? I mean, that could arguably be because the books are from Harry's POV and he hates Draco, but he still never seemed like veela material to me

Basically. Personally I think people wanted an excuse to write about veela and they decided that Draco was the most likely candidate of all the people they wanted to write about.

That actually makes a lot more sense to me! I mean, I don't think Veela are that interesting personally, but that angle makes more sense than randomly putting that label on Draco.
