It absolutely is, because you have an increased chance of catching rare Pokemon (or gathering Pokemon for evolution candies). More than that, it isn't how Niantic intends users to play the game.

Then tell that to the people who were out and about and discovered the best places to catch certain pokemon. By telling others where to find said pokemon (these peopel having not used PokeVision), they are "cheating" just by daring to open their goddamn mouths.

Seriously, you need to shut the fuck up.

but you don't have an increased chance...? you have exactly the same chance as you would if you'd walked by it when it spawned.

i mean, if you want to talk about having an increased chance of gathering pokemon for candies, people who live in cities have a huge advantage over everyone else. my friends from big cities are already over level 20 just from playing casually because there are so many pokemon and pokestops around them.

They're literally just tracking the Pokemon in a more direct way than the weird way the game gives you to do it. And again it's a program that everybody has (well, had) access to. If you can afford a smart phone and a data plan, you can access pokevision.com.
