That distinction definitely makes a difference and the author used that information in a way that was very misleading.

...then again, it is the guardian so I'm not sure why I'm surprised tbh

In fairness to the Guardian, this is in response to an Internet kerfuffle caused by another article that reported it that way. So it had already been framed in that way before they wrote about it.
