Sorry, I don't agree that's what it implies. If Gaiman had meant "bigger than", he likely would've used that phrase since it's an obvious choice. The fact that he used "big enough" implies just the opposite-- that he's not a gigantic dude a la The Mountain, but that he's maybe only just large enough where people think twice about picking a fight.

Don't get me wrong, Dwayne Johnson would've been an excellent choice, but I don't think Shadow needs to be an enormous guy and unlike the OP, I'm not invested in the bodybuilder aspect of the role because it's extremely trivial to the story and the character.
