I certainly don't watch things for the loli fanservice, and I happened upon watching this series completely by accident in the Time Before Online Streaming Services because Comcast was offering either Dance in The Vampire Bund episodes 1-5, or like episode 248-256 of Naruto in their ridiculously tiny anime portion of their "pay for episodes" On Demand service, but I thought the series was pretty decent, and I ended up following the entire series as new episodes were put On Demand.
It's dark, edgy, and a little weird. The loli fanservice is...halfway between completely overt, and yet even within the show itself it's kind of portrayed as making characters uncomfortable, so it's definitely not the usual ~moe innocence~ loli fanservice you tend to see.
And for OP, it's kind of...a trope to have vampires be eternally young? Look at Interview With A Vampire. That dealt with basically the same scenario in a subplot, just from a decidedly more Western, un-anime POV. (Hey, one of my favourite vampire series ever, Kyuuketsuki Hime Miyu, deals with this as well, but the main character isn't sexualized--overtly at least. Still, the female mangaka does sexualize her passively a bit in illustrations and in Miyu's relationship with Larva, her servant/guardian.)
I dunno. This just seems like such a silly thing to get up in arms about. Loli and shota is definitely a thing, but it all seems so fantastical and unrealistic, and from what I've seen in conversations about this most of the people who enjoy it have zero "real life" inclinations towards children (usually it's the opposite, I see a lot of people who dislike actual children, but enjoy the aesthetic of loli/shota).

And it'd be a great story if it wasn't background noise sandwhiched between: "Oh should I fuck the loli?" "OH but I want to fuck the loli" "Oh now everybody wants to fuck the loli, damn."
With a brief side plot of "Oh I'm a vampire lady who'd like to fuck the shouta"
The shouta is not a vampire either. He's actually the age he looks. Don't worry, we go right back to the "not really a loli" right after this!
