Uh...I mean, there are definitely trans men with longer hair. I usually see it oddly enough in both young trans men just starting out (like this character would presumably be, although I don't know shit about this series so I'm just talking), and even moreso once T has done its magic, when 'passing' is no longer helped or hindered by hair style.

But like if you really wanted to pass for some reason, why.....?

I don't understand.

I mean I get that hair isn't the be all and end all - I have a very strong jaw and have been mistaken for a dude with hair down to my waist - but hair is the easiest thing to fix, not to mention temporary, if you want to look more "masculine" coded.

In this case, she basically took her brother as an example for her disguise. She used to have longer hair but that shorter hairstyle is the exact same one her (vanished) brother had.
Character-design-wise, I'm guessing they chose that length so they had a more "feminine" hairstyle (more than the male characters on the show at least)for the character revealed as a girl later on but still short enough so she could have passed for a boy,which she disguised herself as.
