Idk if you're familiar with Allison Pregler/Obscurus Lupa, but she's big into Quantum Leap, and given her considerable following as an internet celebrity, she's converted a lot of fans to the show and also made a lot of friends in the fandom. But then, I realize my perception of the fandom's activity is skewed because I follow her and she posts about it a lot. I have no idea what the fic situation is like. Sorry.

(I bought a secondhand copy of season 1 a long while back, but haven't gotten around to watching it.)

She is how I got involved with the show's fandom actually! The fic world is abysmal, either being written in old fanfic styles or they no longer exist, so I wrote some of my own on my AO3 account. I know the series is on Netflix, but it's also on a bunch of other streaming sites for free if you ever want to see it! :)
